Manual does say 22 ft lbs. Not sure torquing wrench is as accurate in the lower number.
You would use an inch lb torque wrench, convert the ft lbs to inch lbs, the 22 ft lbs would be 264 in lbs, this works for breakaway wrenches, if you have a newer electronic wrench then you could easily use the ft lbs as you are either reading a digital readout or an audio signal to get your torque.
So the answer to the question asked here about how much does the filter rotate at 22ft lbs of torque is noted in the picture below, which is more than 3/4 turn but less than 1 full turn.
I used my inch lb wrench set at the highest setting which is 250" lbs & that converts as 21ft lbs.
I also this year added a Filtermag, won't see the results till spring of 2021, just curious to see what I find, my car has less than 11,000 miles, probably better to use when new, but I wanted to see how it performs. I also upgraded my drain plug to a Neodymium, a lot stronger than what I had.
