Default Replaced HVAC control module, fan still only works on high and low settings.

Hi guys, I replaced my HVAC control module and the fan setting still only works on the highest and lowest setting. Anyone have any idea what it could be? This is driving me crazy.

Also found this under drivers side, anyone know what plugs into this?

Usually it's the blower motor resistor, and that is your OBD2 connector.

My bad, I used the wrong name for the part, I replaced the resistor

It's a 99, I do not own a multimeter so I'm unable to test it. I'm beginning to believe it's the headunit itself. None of the LED buttons work and I have to press the up button probably around 20x to get it to even blow on the highest setting.

If you have to hit the up button a bunch of times to get results, that pretty much tells the story IMO. I'd buy a used unit, install. If it doesn't fix the problem, sell it and you're out just a few $. Or keep it regardless and sell the unit with no lights...
