Default DRIVESHAFT YOKE INFO needed

I would like to know the purpose of the damper device that is part of the driveshaft yoke on a 700r4 transmission. it looks like the balancing damper on the engine front but is pressed onto the yoke end. is it necessary? is it there to balance and reduce vibration? is it there for resonance of the shaft?
What happens if it is taken off and the yoke and drive shaft are balanced without it...does it create problems or concerns. If GM put it on and sells replacements with it...is taking it off a bad idea...the one in question has the ability of the outer ring to move...I would have thought it should be tight and not rotate on the yoke. Any help and understanding is appreciated.
