Twice now my outside temp gauge stayed locked on 31 degrees after tempterature reached 60. Therefore, my AC would not come on even on low since was still reading 31. It eventually read accurately, but after about 20 minutes. Anyone else experienced this?
Not at 31 degrees but when I wash my car the temperature gauge will often remain artificially low and static for a short while. It always resumes normal operation fairly soon thereafter.
Time alone has no bearing on when the sensor will begin displaying the correct temperature. 2006 owner's manual, page 3-29.
If the outside temperature goes up, the displayed
temperature will not change until:
• The vehicle’s speed is above 10 mph (16 km/h) for
five minutes.
• The vehicle’s speed is above 32 mph (52 km/h) for
two and a half minutes.
These delays prevent false readings. If the temperature
goes down, the outside temperature will be shown
when you start the vehicle. If it has been turned off for
less than three hours, the temperature will be recalled
from the previous vehicle operation.
Did you drive those speeds long enough for it to begin displaying correctly?
There's also a sensor on the dash next to the ignition switch, as well as one on the top of the dash. Not sure how they all work together to determine whether or not to turn on the A/C.

Same here. I figure since it gets wet, once you start moving, it cools down to wet-bulb temperature and once all the water evaporates it returns to dry-bulb temperature. Since it's so dry here in Arizona, there is normally a large difference between wet-buld and dry-bulb temps.
