Default Interior lights and parking lights flickering - help

I have noticed that my interior cabin lights and parking lights flicker when the car is idling. Nothing else flickers. When the car is off, there is no flicker at all. The voltage fluctuates from 13.2 up to 13.8-14.0 when idling with no accessories running. I took a reading off the battery with the car not running and it reads 12.8 volts. I never had a problem starting the car and never had a dead battery. The car is not on a battery maintainer either. I took it to the dealer today they checked it out with their diagnostic equipment and they said it is normal to flicker like that. I called

When I rev the engine the flickering gets faster and almost goes away. I asked them if they would replace the alternator and they said no. I am going to take it to another dealer but I am afraid, they will just give me the same run around.

This flickering is annoying. Anyone else experience this and what did you do?

Is the voltage regulator part of the alternator?
Are there any grounds or connections that I can check?
Do you think a module needs to be reprogrammed?

Any ideas would be appreciated.
The car is a 2007.

There is a problem!!!!!!!! I would suspect the voltage regulator, but the alternator's rectifier could be the problem. You have voltage that is all over the place and the dealer thinks it's normal, they need more training. Take it to another dealer.

I think it might be the brushes in the alternator; either one has a problem or the slip rings are dirty. Easy fix, but the dealer really should just replace the alternator.
