My understanding is that the front bumper must be removed to install the clips. We have a set (2 of each type) on order, should install them in a couple of weeks.

My car had this same problem, passenger side where it meets the fender. I also had to remove the bumper and putting it back on was definitely not fun (and it continues to "sag").

We got the car back on Thursday, here's the details:
It isn't perfect, but it's a lot better than before; and slightly better than some of the new cars at my dealer.
The body shop reported that there was only one hole for one clip per side, I don't know if they meant there was a missing hole on the fender, or on the bumper, or both. They drilled their own hole but it didn't help a lot, so they used some sort of home made fastener to eliminate 95% of the sag and 95% of the mismatch between the bumper and fender inboard of the headlights.
If it stays that way, I'm happy.

Update:
I bought an identical 2009 because of the great deals and mechanical improvements inside the car.
When I parked the repaired 2006 beside the new 2009, both cars were slightly less than perfect but much better than the 2006 had been before the final work at the body shop. Better than some of the new cars I'd looked at, not quite as good as others.
The 2006 was soon bought by an individual who expressed some concern, before flying up here to buy the car, about whether the repairs were done properly. I told him that they looked identical and would be parked side by side so he could compare them. He did the inspection, was satisfied, and bought the car.
When I bought the 2009, the dealer had two identical cars in stock, made late August 2008, VIN's around 4800. I got to examine them both very carefully, each had some slight mismatch of the fender/bumper/hood parts but very slight. I looked at both of them in the shade and in the hot sun. As the temperature changed, so did the seams and gaps. The plastic seems to more around a bit with temp changes.

That's good news and great update! Yes, the difference betw. our SMC cars and regular steel cars can be dramatic. It also affects paint/painting, too.

Melting Slicks
I just replaced my bumper fascia with the new Z06 style bumper. I did the install myself. I have removed the new one 3 times to make adjustments and paint the grill screens. The 2 areas that are important are the 2 clips where the bumper snaps in place with the fender that are located just inside the top corner of the headlight assembly, but equally important are the 2 bolts that secure the underneath side of the bumper, so it doesn't more around at high speeds. These 2 bolts have "ADJUSTING" brackets that more right and left. By adjusting these brackets, you can pull the bumper tighter, which may cause gaps or push the bumper out, which will create a tighter fit.
I'm certainly not an expert, but I'm very comfortable removing my bumper. I know where all the bolts are and how to make necessary adjustments in about 30 mins.
