Melting Slicks
I would try some mineral spirits, if that doesn't do the job, then try Never Dull by Eagle One (polishing compound in a wadding cloth) if it's still there, then try steel wool along with metal polish.

paint thinner didn't do a damn thing.....I don't know about the steel wool with polish, but powder coat is really tough to get off...it doesn't even come off with sandblasting.
It takes some some serious stuff to get it off.

I do powdercoating on the side. Use Aircraft stripper. That really nasty, toxic sludge looking stuff is about the only product besides blasting that will take powdercoat off. If you do not care about the chrome underneath, then you can sandblast it.

Since powder coating is basically a baked on plastic, most chemical's that eat through plastic's should do it. Probably going to be messy though. As mentioned, blasting's going to leave the surface rough, so stripper's the better way. Problem is, the powder coater may've already blasted the surface underneath for more bite, so maybe not worth messing with.

For small amount of work I would consider the chemical stripper especially if you plan on re powder coating it. If not maybe blast it. This guide covers all options to remove powder coating and the benefits and drawbacks of each.

That is the only way that I have ever seen PC removed. The chrome will be destroyed due to the glass blasting media. The chrome was most likely "roughed up" before the PC to provide an adhesion surface which destroyed the chrome anyway.

I used automotive paint stripper I got at AutoZone. Take care to not get it on your skin - it'll really light you up. Keep a spray bottle of water close by.
It's a clear gel. I poured some into the wheel's barrel and brushed it around with a paint brush. After allowing it to sit for a few minutes, I scraped it and the paint off with a plastic putty knife. I probably got no more than half the paint off with this pass.
I then applied the paint remover again. This time I used fine steel wool to get it into the machining grooves.
After getting all the paint out of the grooves I rinsed the stripper out with a water hose. I then used an SOS pad and water to remove the little bit of paint that remained.
After having the wheels/tires balanced I waxed the wheels.
I don't have any photos, but they came out looking good.

Not guessing on this because I actually did it
After trying numerous products, some mentioned here, I tried the cheapest stripper I could find, Kleen-Strip and it worked very well, the items came out shiny as new
