Are you talking about replacing the bulb or the assembly? If its the bulb remove the push pins on the front part of the wheel well and get your hand in there. Will have to turn the wheel all the way to get clearance.

Remove the wheel on the bad fog side of the car.
Remove the pins and screws inside the wheel well.
With pins and screws removed, pull back wheel well lining
The bulb is connected to the light blue and black clip in this pic. A counter clock-wise turn is all that's required to remove bad bulb (you don't have to remove the entire fog light housing). Once removed, gently pry the black clip away from the bulb to remove it from the connector.
Replace the bad bulb, and put it all back together again
FYI...here's the rest of the story...here's why/how I know how to change a fog light

Edit: If you have to remove the complete fog light housing, see the above link.
Good luck !

I just replaced my fogs with the HID kit from CorvetteMods. I didn't have to remove the wheel, just turned it to full lock towards the opposite side from which I was working. Removed screws from fender liner and the first panel clip. Then pulled the liner back far enough to do what needed to be done. It took no time to do it and saved me from removing the wheel.

You don't NEED to remove the wheel to do the access the back of the fog light, but it makes it much much easier if you do, particularly if you are upgrading to an HID setup.

I've seen a lot of instructions related to the fog light bulb replacement / upgrade, but haven't seen anything related the replacing the fog light housing. Any suggestions? Mine was knocked out of the socket by some road debris and I need to reinstall. I'm assuming it might be pretty straight forward once I've removed the inner fender well lining however thought someone might have some tips or suggestions.
