It's a good scrape in an area that's hard to see. Any good body shop should be able to fix that easily.
I wouldn't stress over trying to figure out how it happened or trying to assign blame. It happened, it's relatively minor, and it's repairable.
My 2009 C6 was delivered to my dealer with a significant scrape along the bottom of the driver's door. They showed it to me, had it repaired, and I took it when I agreed the repair was undectable.

Oh, and should you choose to repair it, that's an easy piece to R&R, and an impeccable paint match at that angle would be almost indiscernible (if not completely) from just a mediocre one. I repainted my whole front bumper, both rockers, and both of my rear flares for something like $850 about 2 years ago, and that was a reputable body shop and 3 stage LeMans Blue. That rocker couldn't be more than a couple hundred bucks MAX to fix back up.

Not pointing fingers here or anything, but you did it and don't remember doing it. Highly unlikely it happened weeks ago in the shop. Looks as if the damage is pretty fresh.

I have the same thing. It was caused by a small speed bump right at the top of a steep driveway. Almost high centered the car, but I was moving fast enough to keep it going. I'll let the next owner fix the paint - I can't see it.

Sorry to hear that, but you may be surprised how much you can do with touch up paint, particularly given where the lesion is. Give it a try and see if you can live with it, then head to the shop if so inclined!

lift scrape.too late to prove.bit of advice,always look at the botom and the rest of the car after service.i know the service manager at my dealer and when my 2012 vet goes in i make him get down on his hands and knees to look under the car.

In Texas for state inspection, they do NOT put the Vette up on a rack, just plug in under the drivers dash and read computers, check gas cap compliance, simple as that! $39.95 and you are good to go if show current insurance coverage.
As for that scrape, definitely looks like curb rash, etc. I think the other guys are also on to you!

It looks to me like the inspection station if they have the hoist to lift it up and did that, I can see it scraping as the arm is swung in.
Go back to the inspection spot. ask to see the lift that your car was on there should be yellow paint transfer on the lift even after two weeks

I think it's not uniform enough to be a lift arm honestly it looks more like a rough scrape
