I've paid tens of millions of dollars in property lines losses, and have many times, suggested that the industry should standardize some contractual language for all policies, that would exclude, or at least limit the contractual liability for acts of stupidity.
It's been calculated, that we would all see a rate reduction of approx. 7% in our policies, if payments for stupid actions were excluded, or limited.
So far, nothing.

Illinois rules call for the tail lights to be visible for 500'.
Not sure about any rule concerning the reflective requirements as the film can block any reflection. I put a small reflective sticker on the side mirror glass to help make the car visible in the dark if I happen to be parked on the street.

Someone with a new bimmer with heavily tinted windows almost ran me off the freeway when that driver came right over into my lane. They were so dark I couldn't even see the driver...

Try sitting inside a fish bowl under the Forida sun, and you'll know why.
As to the blacked out lights, not for me thanks.
Regardless of the diminished brightness consideration, I don't like the looks of them. It screams rice burner too loud.

Why in the world you want to put something like that on a car? Are you trying to reduce you visibility and make it more difficult for cars to see you?

It may or may not be legal in your state. I assure you even with a heavy tint you can easily see a modern day brake light from 500' even during the day.
As for the window tint and texting/gps use. I'm all for window tint in moderation. It gets hot as hell down here and I want to be cool and comfortable in my car. Window tint can be very dark during the day and you can see right out of it... at night it becomes the issue. I've had 5% which was awful at night but worked fine during the day. 25% for now is perfect for me.
Some idiot texting while driving isn't going to see you sitting in the road with your brake lights on or not. They're face down in a cell phone trying to find movie times while slowly drifting out of their lane into yours.

Because it looks very kool. Why do people install $4,000 worth of wheels, metal flake paint, badges & emblems, custom interior, etc.?
Same reasoning.
Sounds like you don't like my state. Why stay here?
