Low mileage meaning what? Average mileage meaning what? For Corvette drivers average is well below the national average. When I think of low mileage for a Corvette I automatically think garage queen.
Regardless I would go with the 2013. GM makes small improvements to each model year. I would go with the latest and greatest model I could find.

I'd get the 2013. Differences between 1LT and 3LT can, for the most part, be retrofitted to the 2013 1LT if desired. Not to mention that the 2013 is still likely under the 5yr/100k mile powertrain warranty. And there have been improvements in the transmission, steering, and other systems between 2008 and 2013. 5 years of small improvements adds up. Conventional wisdom with the C6 is to buy the newest model in your price range. Major options such as Coupe/Conv, Color and transmission are important; minor options are not.
However, if you *really* like and need everything in the 3LT package, then yes, it would be prohibitively expensive to retrofit *everything* in the 3LT to the 2013.
I faced a similar choice early in 2015. My chosen course? I bought a 2012 1LT instead of an earlier year 3LT. I hav (or will soon have) retrofitted the little options I cared about (Nav, BT, HUD etc), and now have all the features I truly wanted *and* a several years newer model with warranty as well.

If you are going for the automatic tranny, the performance axle ratio disappeared starting in 2010; then could only be had on the Gran Sport which is a somewhat different car.
2006-2009, the performance axle came standard with the Z51 suspension and could be ordered as a stand-alone option on the other cars.

I bought an 08 JSB 3LT A6 NPP Z51 with 4,952k miles. It was love at first drive.

Which ever you choose, I would recommend getting a warranty on it. I bought an 08 last March with a 90 day warranty and the option of getting an extended warranty for I think $4500, don't remember for how long. I didn't get the extended warranty thinking what could really go wrong with this new of a car. Well I found out what can go wrong, and I regret that I didn't get the warranty. My latest bill (to fix a gas leak) is $2765. JMHO

There has been no improvements from a performance stand point from a 2008 vs 2013...its the same friggin car. Now if you care about "improvements" that do not improve performance ...be it seats or minor changes to some systems that have not improved quarter mile times at all....then get the 2013. I personally would get the lower mileage car....
