I'd call the service department of a Chevy dealer with that question.

This is off the DMV website for Ny.
SAFETY ITEMS INSPECTED ON CARS AND LIGHT TRUCKS

Seat Belts

Inspect for proper operation and anchorage.

Model years 1969 and newer - one seat belt is required for each seating position
Model years 1967 and 1968 - two front seat belts are required (driver position included), and one seat belt is required for each seating position elsewhere in the vehicle
Model years 1965 and 1966 - two front seat belts are required (driver position included)
Your vehicle's Air Bag Warning Lamp will be checked for proper operation. You will be informed if the vehicle's air bag warning lamp is on or is not working. This is an advisement only and not cause for rejection.

So you should get a sticker if everything else is ok.

Moving to another State because they do not have annual State Car inspections really good advice. Having all those cars on the road that would fail an inspection is also an attractive reason for moving.

Yes, it seems rather silly.

Here's another option: If moving to avoid inspection seems to be too big of a PITA, stay here but just don't own a car. No car = no inspection.

A random thought: Whatever NYS and Cali are doing is coming soon to a neighborhood near you. It's just a matter of time.

Not sure if it's relevant but watch the tint, I was told by one shop that they wouldn't inspect mine because of the tint, seems cummo passed some kind of anti-tint law with a possible $10K fine to the shop. I took mine to another shop and rode in with the windows down, no problem...

That is correct. The techs have to attach a meter on the window to "read" the tint when doing the inspection for 2017.
