They are just vinyl stripes, so yes they could be removed. My fear would be that there might have been some fading that would cause the paint underneath the stripe to not match the paint that has been exposed to the elements for 4+ years now.

Yes. I removed them from a 427 'take off' hood that I purchased. Just applied heat from a hair drier and started carefully pulling it off.
The stripes came off in pieces as it is very tough but I got it all off with no damage to the paint.
I pulled it back as opposed to pulling it up. I don't know if that makes a difference.
