It's happened a few times here and there but tonight I took a longer route home and it seemed like 1 out of every 5-6 cars I passed would flash there high beams at me. I didn't have mine on, just low beams and fog lights. Are our headlights really that bright
I plan on going HID fogs in the near future as well
Just curious to see if this happens to other vette owners.
Yeah, it happens to me too. I think they see the 'white' color and think it's high beems. I'm sure all folks with HIDs have this issue though. My Grand Cherokee has them and it happens with it too.

You answered your own question, you had your fog lights on. Some people, myself included in that group are fed up looking at fog lights in oncoming cars. They make a marginal difference from the drivers seat but are damned annoying to look into.
Your low beams are projector and the focused beam isn't bad even though they are bright. The fog lights are reflectors which scatter the light all over and you want to make them even brighter? In may jurisdictions it's not legal to retrofit HID lamps in reflector housings. Some OEM manufacturers use HID bulbs in reflector housings but they use special bulbs with a cut off line. For oncoming traffic HID's in a reflector housing is like looking into the sun.
I was on Route 66 in Tucumcari, New Mexico, Staying at the historic 66 motel. I pulled in after dinner and there was a county sheriff with Radar in lot. I pulled in and couldn't help giving the headers a little rumble. Just a little. He drove over and told me to not drive with my high beams on. I told him they were factory low beams. He said okay and went away. Probably thought I was drunk. I drink diet coke. What a JERK. Wonder why 90% of the town is empty buildings. Nice motel with great owners. But I won't go back because of Butt-head cops. Don't need the hassle.

Wait. Youadmittedly taunt him, he asks you to not drive w it's your high beams on, you correct him and he says okay. But he is a jerk? smh
I have a manual. So a little noise is natural. Taunting? Really? He was on private property with his little Radar trap. Nobody on road at eleven at night on a Saturday. Speed limit 25 MPH. Really? Speed Trap. Shake your head all you want. He was a JERK. Ghost town and going downhill when you harass people coming through spending their money. My Escort caught his trap a mile away. Joke Cop. Who was he saving?
I don't disrespect the police. It was just ridiculous. They are mostly decent people doing their job. He was probably forced to do the stupid speed trap by higher ups. but he did not have to make me feel uncomfortable for no reason.
No, they're not that bright. When were you driving? If it was after dinner, those people likely had a beer or 5. A bit of alcohol makes your eyes much more sensitive to light, and so the people flashing you are just basically saying "Hey, there's a decent chance I shouldn't be driving right now".

Lots of assumptions on your part for calling him a jerk. Can you guess what he thought about you when he walked away?
It works both ways, for all of us. I do the same as you, often, then realize I am being just as foolish as the person I thought was foolish.
He didn't walk. He pulled up in his Cop SUV with lights on. Bright blue and flashing. No reason for it. Even if I had brights on. JERK pretty much sums it up. And as I said I will now avoid that town. I lose nothing.Town is in ruins. look it up.

And if zzjakect catches any of you guys in his stuff, he'll kill you.
