First, the car has been converted with SOME Z06 parts, not a full conversion.
Second, while it has a lot of "go fast" parts, I have no idea as to the build quality.
Third, I have no idea when the build was done.
Fourth, I have no idea what your intended use may be.
Fifth, $25,000.

No doubt the current owner has sunk a ton of money into the car. Not practical as a daily style driver. Motor is more track than street. It is a parts breaker. Push it on sticky tires and the changes of something breaking are fairly high. I am thinking of rear end and axle shafts. I would classify this buy as one made with ***** rather than the brain. $30K would be my number. Good luck

With all those mods I might go a few thousand to part it out on ebay. As a car to drive I wouldn't chance giving the time of day. Obviously the owner has thrown a lot of money but not a lot of thought at a poser rather than just buying a Z06. Looking at all the "new/rebuilt" parts, evidently it couldn't take the thrashing the owner expected and so now it is for sale. RUN, FOREST, RUN!

For one thing, it will be very difficult to get it state inspected if your state requires an inspection (some do, some don't). I'd give $15k-$18k, unless you have some paperwork on who did the engine work and when it was done.

Due to this being a 'clone' by an unknown (skill-wise) builder (s), I wouldn't touch it. That being said, I wouldn't put the value any higher then the average of what a base 2007 is going for, if that much.

Yeah, I agree with the other posters that there are too many unknowns with this car although the owner did dump some serious $$$ into the mods. Typically, modded Corvettes don't bring much more $$$ than a stock one would bring

For what he’s asking,you can get a “ real “ 2007/2008 Z06 with around 25k Miles (Car Gurus)
Insuring a modded car can be an issue,you’ll have to purchase supplemental coverage,as standard policy’s generally only give a 1000 dollar allowance for mods

I would not buy that car. With all those mods, the likelihood that it will have problems is very high. Lots of nice C6 Vettes out there with a lot less risk involved.
