Entirely possible in those days where speedometer errors could easily exceed 5% and many at as much as 10%.

I had my C6 up to 135 on an Interstate, but, I had it to 115 on a two lane, when we were out west, this past summer. I had a 1977 that, in late 76, I put the cruise on 110 outside Valdosta GA, and didn't hit the brake until I hit the city limits of Tampa.
