According to the Corvette Black Book, the last year for the stand alone Z51 package was in 2009. Beginning in in 2010 the Z51 Option was incorporated into the GS Z16 Performance Package. There is a Z52 Performance package from 2010-2013 which relates to the Grand Sport--dry sump LS3 on manual tranny cars etc, tranny cooler (nothing that is directly speed related)
I have a 3LT 2006 C6 coupe with Z51 RPO, and it did come with red painted calipers. Original picture as from factory added.

I just asked him and he said not only were they an option then, he just bought a new one and it's still an option. So, I went to the build your Vette site and went through the pages and sure enough, 595.00 gets you painted calipers.

For C7 it is an option. If it were an option on C6 there would be an RPO code for it. Ask him what that is. I've never heard of any base C6 having painted calipers from the factory.

I would agree with your "run" option.
theirs too many cars available out there.
why start with one that is questionable?
maybe if you're looking for a parts car, but I'd pass.
imagine how'd you feel, after a couple of months, and then found out you had mold, or starting having electrical gremlins?
start with as clean a slate as possible.

I don't think painted calipers were an option until 2012 and they were a "J" something.

I've added all my option codes from my C6 Corvette (boxed checked with what options my car has).
Besides the Z51 RPO, there was also an RPO code J55 for Brake system(Heavy Duty Power Brakes) which could include the Red Calipers, but I thought that was part of the Z51 option code.
The only other code I can see is the FE3 for Sports suspension, which again I thought was part of the Z51 code.
You can look yourself at my full options list to see what I missed that would specify colored calipers. Also, all the remaining options for my year are all listed and I didn't see any specific code for colored calipers.

Rust in that area could also happen from simply shampooing the carpet. That area always collects weird things, trash that often seems scary to touch. I clean that area out with an old toothbrush and sometimes have to use soap and water if dry toothbrush doesn't work. Maybe you should check in the passenger foot well and pull the carpet over the fuse box, it easily flips over. I would imagine there should be stains on the backside if water damaged.

I checked the code plate and couldn't find the z51. That's odd because I thought the drilled rotors were part of that package. I was just buying it for road coarse. I'll just have to put some painters tape across the front of my c7z and go give'em hell.

It is very easy to replace rotors with drilled ones. My co worker has a base C6 and added them. The miles on the car in question would suggest brakes were done at least once.

2012 Grand Sport bought last year with 18K miles...I too had rusted bolt heads on the outer rail of the passenger seat. No other rust or sign of water intrusion was found. I chalked it up to a sloppy previous owner as I found evidence of a nasty spill/splash of some sort from the cup holder, down the console, to the floorboard and passenger door! The “make ready” crew got a C- grade on this one. I cleaned her for 8 hours the day we got her home.
