Is my car rusting or just discoloration?

Could this be what you're talking about?
I was looking to buy this car from a Upstate NY Chevy dealer, and have it shipped to Florida. The car looked mint top side, so I asked him for some pictures of it on the lift!
He claimed that it was never driven during the winter time. I lived in NY most of life, and had to junk most of my cars with low mileage, because of the winter road conditions!
This car was driven extensively in the winter. It was an 08 Vert with 24K miles, and was asking top dollar for it.

Doesn't look like it was driven in the winter at all. If it was, I'd expect all the aluminum to be extensively corroded and/or stained.
What I see is a car that was driven normally and likely got caught in the rain on occasion.
As an aside....cars don't get junked for winter driving anymore. What applied for cars 40 years ago....even 25-30 years ago....doesn't apply any longer. Chassis and body protection have come a loooooong way.

Burning Brakes
It would seem the OP's Mechanic is giving him poor advice. It look's like it's been driven in some weather and doesn't look that bad to me. It can be cleaned up with just a little work. As far as replacing the suspension again poor advice. The average consumer trust's the shop they go to. It's too bad there are some shop's out there that just want to get paid.
