Unlock ECM?

AFAIK only the person that locked it can unlock.
Suggest asking in the Scan/Tune Forum, there may be things to try that I haven't heard:

ONLY by the person who locked it. It is a password that only he knows presumably. The password itself lies in the tune firmware. It layers on top of the ECM firmware so GM will be of no help. It's like a locked blanket on the tune data

OK - so here to, there are more questions. Do you have any source that can get you back to the tuner who locked it? Lots of times, a car is purchased used with a locked tune and it is unknown to the buyer. If that's true, if you have any path back to the person who locked it, even if they want a fee to unlock it, it will be far easier and cheaper than going the whole route of a new ECM.
Don't agree with your tuner it can be reflashed. The lock, whether it was EF Live, HP Tuner or any one of a bunch of hand held devices, lock the tune via the vehicle's VIN AND the physical connection device. I'm not going to say I absolutely know, but I'm pretty sure the only path you have is either that PW unlocked by the tuner or a new ECM programmed and synced to your VIN by a dealer.
BTW - your tuner might have meant - new ECM > flash VIN by GM > then new tune

If you send it in I can unlock it, but it could take several days.
Another way to do it is to send you a new pcm now (with my CoW BOOSTER! of course! )
and you can send in your old locked pcm as a core.
