Yep. corvettes get better every generation.
The C5Z is not a bad car, but will be powder down and handling wise when compared to say even a C6 LS3 Z51 option car that you can find for around the same money as the C5.
As for the low mileage C5, would get a pre inspection done by a shop that you can trust before buying it. Hence with age, and the fact that is has not been driven much each year, would go over the car with a fine tooth comes for seals that are leaking from the lack of the car being driven in the first place. Some seal are easy to replace, while others are major labor getting to them to replace them isntead.
