I have had some luck soaking the bolts with PB Blaster letting them sit over night then try drilling them out and use a good ez out to try to back the broken piece out. Dont use a cheep ez out like you find at a big box store they will just strip out and make the job harder. a few time i have gotten lucky and while drilling it turned the bolt out the back side and no easy out was needed. After removing the broken bolt retap the hole and use a goog coating of anti seeze. Your best bet befor working on any exhaust bolts is to soak with a penatrating oil first then try tightning a slight amount before backing them out. It will break the rust free most of the time and if you feel the bolt getting stuck as you back them out re tighten them a little then try backing them out again. Good luck broken bolts suck!

Soak with penetrating oil, and get a torch on the flange. Then you can either use a wrench with the double nut method or go at it with some locking pliers.
