Hmmm upon closer inspection this appears to be a cap/washer over the actual structural member... doesn't seem like it would pose a problem? Odd looking though...

The black cap looks misaligned/broken. Looking from the underside however it does not appear to be an issue as this seems to be just a cap or washer of some sort for the underlying rod (silver part). Looks creepy though.

I looked at both sides, here is driver side from the side then from beneath, followed by passenger side from the side and from beneath:

Driver's Side:

Passenger's Side:

Seems to be incredibly little bushing outside of the eyelet on the front-most side of the bushings. Those underside shots make that look pretty bad too due to the angle.

Looking at this diagram, those black parts (#6) seem to be caps/washers and both driver and passenger sides seem to exhibit turning of the caps/washers:

That's a cover stop washer, It functions to prevent the A-arm from sliding off it's rubber it an extremely harsh impact occurs, like a wreck. It looks missaligned because when the A-arm bolt is torqued it rotates a bit. Nothing to worry about, yours are completely normal looking the way they do.
