No not stolen..the owner lives around here.. I've seen it parked around here before..it just looks really bad now

Chalk marks on the pavement and drivers front tire indicate its been sitting for a bit. Quite a few cities have a law about cars needing to move a certain distance every 72 hrs or it can be ticketed and subsequently towed.
