That same car was for sale in Houston about 5 months ago. I would say scam as well. Same with the car below.

This is directly from cars.com website. I'd definitely be cautious...
NEVER wire money via Western Union, Moneygram, etc. to purchase a car from someone overseas. You will most likely lose all your money.
If a car is priced far below market value, it likely has a salvage title (meaning it was declared a total loss at some point) or is a fraud designed to lure bargain hunters.
Cars.com does NOT participate in the transaction in any way. We do not collect deposits or payments, warehouse any vehicles, or verify the identity of any seller. If you see an e-mail purporting to involve Cars.com, please DO NOT RESPOND TO THE MESSAGE. Instead, please forward to reportascam@cars.com.
Even though the vast majority of listings are legitimate, there is no substitute for healthy skepticism. Don't let your guard down for a deal that sounds too good to be true, because it probably is.

Banned Scam/Spammer
Total bs scam. I was looking for about 5 weeks for a Z06 and I have seen a few cars posted for crazy low price. I called and the guy would say, I am too busy to show the car or take numerous calls. Email me. So I did, the guy told me DEPOSIT the funds into my account then you could pick up the car.
What fool would do this. I told him via emial I was calling police, fcc, dea, fbi, cia ect.... An hour later the post was taken down and could not reach him anymore.
If the price is too, too low then it is a scam.

Hello Bill,
Thank you for inquiring about our 2007 Chevrolet Corvette Z06 that we have for sale. The car is in great shape (12,248 miles, VIN: 1G1YY26EX75131422), has no electrical/mechanical problems, damages nor hidden defects. Also It has never been involved in any kind of accidents. Me and my husband just got approved for our loan, as we want to buy a new house (we just added another member to the family) but we are short on money, so we decided the car has to go, instead of borrowing money from family or applying for another loan! We want to mention that we have clear title for the car, and the price is $21,750 including delivery and handlings.
The car is in in Topeka, KS, as my husband got a new job here and we had to move.
We want to use PayPal for our safety and also the payment to be made using their secure Buyer Protection Program. The whole transaction will be managed by them, meaning you will benefit of a 5 days inspection period before committing to buy it. Also a refund policy is included! There are no other fees in this sale from your end!
Please let us know if you want to buy it asap!

Similar deal on Craigslist awhile back. Pics of a pretty red C5 for $8K. I smelled a RAT immediately. Emailed back and forth and the car was at a transportation company in Florida and he was an engineer who had been transferred to Hawaii. He wouldn't give the address where the car was located and I told him I would never buy sight unseen. He wanted me to send money through PayPal and he would ship the car to me on approval for five days. I went along but of course gave no personal info and sent no money. Then I told him I would go by the office first thing in the morning and run the VIN to be sure it was titled to him. Never heard from him again and his listing was gone within a few minutes. Felt good that I had gotten rid of his listing so he didn't steal from someone who had never run across scum like him.
