How is the front tag bracket mounted? If removed are there holes in the bumper?

The front tag is held on with velcro, but when the dealership put the plate onto the mounting plate they didn't check to see if they per protruding through the back. There are two small scratches where the these bolts rubbed the paint. I'll post a picture
