the bracket is 2 pieces, the part with the idler on it pivots side to side... look just below the idler and you will see the slot

The outside bracket moves side to side on the slot under the pulley. Looks like that lower bolt is for a wrench or socket so you can have something to grab onto while adjusting tension.

that's exactly what it is, the bottom bolt is just there to get a wrench on to add tension just like the j-bracket on a&a's blower bracket... you can see how much adjustment is left and it's more than enough

I'm curious as to why the design changed from an auto tensioner on the jackshafts 4 rib belt to a manual tensioner.
I currently have the manual style but have had to tighten the belt twice and it still makes noise on startup.
I've noticed my bracket has the provisions to move the jackshaft down and install the auto tensioner but don't want to do so if their was an issue with that design.

There was fitment issues on C5s if we used the auto ten., so we changed it early to the slide ten. style. We prefer the slider cause you can get whatever tension you need on the belt.

does the noise go away after you’ve run the car for a bit? Having noise issue on my c5 setup

Did you check for proper belt alignment? Mine is quiet like stock.

I have belt squeal on start-up also. I have been trying to fix the problem for a while now. I'm not having any luck. I'm thinking it's the accessory belt tensioner. At least I'm hoping that's what it is.
