it can hurt the engine if you race the car because you will be creating more boost due to the restrictor plate being gone but you will still be on your tune for less boost and would most likely run out of fuel up top... stay out of boost and you're totally fine

Isn't going to make any difference outside of boost. It's fine to drive, just stay out of boost.

Yeah it should kind of lock into the filter so that won’t happen.
