Is this a chevy part? Does it screw into the front bumper?

It came with my car when I bought it. Im sure its a GM part as by law they have to supply some method of putting on the front plate as its a law to have on in my state. I belive all mounthing hardwear is there but i will check. PM me if your interested.

All mounting hardware is included and I think it screws to the car from underneath the front bumper cut out. You shouldn't see any holes in your bumper if you take it off.
