These are probably the fiberglass wheelhouses. The actual part that bonds to the frame and holdes the headight and fender in place. Good prices on these!

Do the fiberglass inner fenders differ from the oem's, like do they offer more clearance for larger tires or more lowering?

I believe the fiberglass parts he is selling is the fiberglass parts that bond to the chassis and the fender bolts to his part. It is not the black plastic parts nor is it a fiberglass replacement of the black plastic parts.
