Default Funny Sound With 2006 MN6 Shifting 12 or 2-3

Was wondering if anyone has encountered this situation. I have a CAGS defeat installed. IN the last year or so whenever the DIC indicates the voltage is less that 14.0 or 14.1 Volts when I shift from 1st to 2nd (and from 2nd to 3rd) there is this funning sound best described as a "whooing" sound (similar to an owl) that sounds like a gear spinning down on a shaft. If I start out in 2nd gear sometimes it does not happen or it is lessened but sometimes the same noise is there. Nothing other than keeping the voltage above 14V seems to stop it (to do that I have to shut everything off including headlights). I have tried removing the#10 fuse which some say is connected to the CAGS solenoid and it has not stopped it. I have tried putting the active handling into both "off" and "competition" mode and that does not stop it. Anyone encountered this?
