Default What is this sound!?!

Took it in to service center and they originally charged me 200 bucks and told me it was a dragging parking brake. In the video you can see I am sitting still and the strange whooshing sound that it is making is audible. Car is a 2012 with 15k miles. Generally happens on cold starts and will sometimes persist past warm up but then goes away. I should mention I was unable to get the car to replicate the sound when taken to dealer. It comes and goes it seems

Hvac compressor cycling, hence sounds from the AC compressor clutch.

The HVAC will cycle on and off to pull the humidity out of the air when you start the car and the heater first kicks on.

Next time it's cold, pop the hood, start the car, and go over the passenger side to look down at the bottom front of the engine. You will notice that the hvac clutch might be making that noise until the unit warms up.

I agree with Dano523. Where are you located? Does the AC work? Low R134 would make it cycle like that and the AC would be poor at best.

It sounds like the pulley is rubbing on the AC compressor. Slightly.
