Car needs to be in ACC mode, to power up the BCM and ECM so it's information can be pulled. Also, make sure that you have a 10 amp charger on the battery, since even with just the car in ACC mode, its going to drain the battery fast.

As for BCM, are you just trying to get get into BCM programming set up, or are you trying to flash the BCM with Tis2000/TDS instead.

If its a new BCM to the car (could be used, but from another car), should be flashed first in SPS, so BCM security key shakes with rest of car modules. Tis2000 or TDS will be fine, but make sure to use replace and flash, so the SPS does security key hand shake all the modules as it vin matching as well. Once BCM is sps flashed, then you can go into the BCM with tech2 or win, go to module set up, to make sure it country and the RPO items are correctly selected from the vin number that it used to flash the car.

If ECM is new to car, same/same, but your going to go into SPS VTD afterwards to security key hand shake the Ecm to the rest of the car (will be a 10 min count down as it doing this).

Also tech2win BCM set up, is only to choose country of use, then RPO codes, and is used after you have SPS firmware flashed the BCM to the car's vin. You don't list the year of the car, but if 2009 or older, can get you set up with TIS2000 to cover your SPS firmware flashing needs, since TDS is a PITA to set up if you are abroad. Hence the $40 for two years is only for lads in the states, so abroad, need to VPN into the TDS with a USA IP address to set up the account and use it, and then need to pay for the accounts $40 with a usa credit card as well. Short of this, TDS does not accept foreign CC's, and screwed any way you look at it trying to set up the account to begin with.

To add, if you are having problems reading the BCM with techII, the put a basic cheap scanner on the car, to see if it will communicate with the car, pull the basic codes from the BCM. It it does, then problem is someone after market tuned the car, and lock the tune; which locks Tech II out as well. If this is the case, it a sucks to be you process if you don't know the tuner to have him unlock the aftermarket tuen. Hence ecm needs to be pulled, and it sent in to be unlocked and cleared, get it back and SPS flash it to the stock tune, and this time when the ECM is after market tuned, make sure that the tuner does not lock the tune. Hence tune locking changes the security code Key from the one that the Tech II uses to access the BCM and ECM, and why the tech II will not get into the BCM to hand shake and read it.

Gm lan bus (high speed). hence from the OBDII port, to the BCM, and end of line being the ecm on this one. So break on the tan wires will cause problems, as well as a bad module that is not allowing the lan bus to loop through it. If VICM is pulled, then loop need to be jumped at the connector so the loop still has continuity. The -EU1 pair solid lines to the right of the VCIM, is the jumper past the vcim, if its not in play.

EBCM serial 2 bus that comes out of it.

BCM serial 2 bus, with splice blocks off the bcm wire. Sp206 is to the top left of the Bose amp location, and the SP205 block to the left on the other side.

I bring all this up, since you can have no problems on the main GM land bus (high speed), but could have problems on the serial 2 bus's, when some modules are showing U DTC (lose of commutation, yet the sensor is still good).
