As far as design is concerned, the buck stops at Welburn's desk. I once read an interview wherein he explained that they had a super secret studio; and that no other executive knew a thing about the C7's design. It makes me wonder how Lutz could comment on it.

Sure. But I think Lutz was quacking at about the same time. I don't know the exact chronology, so maybe the review had been done.

He also said that it was the first time that the design would not be modified on external input. The designers knew that their work was the final deal (those were the rules they were playing by). So based on that, the review must have been a thumbs up or down, how much will it cost kind of vote.
