Sounds like the frequency is the issue. If the new one doesn't have the same freq as the old one, then there must be a part number issue???? It's going to be hard to check on the frequencies of the RKEs.
Something is hosed up on the part numbers.

Key fob starts car but buttons don't work
I had the C6 and I developed some step action tables to help people that experienced fob issues. I am trying to do that same service for the C7 owners.
I have the 2014 Owner's manual PDF and I've referred to that document plus I've carried over some of the logic from the C6 process to develop 2 separate tables.
I would appreciate help from you on this in the form of feedback on any errors that may appear in the tables. I will place the tables in here using a PDF format. I have the tables in a MS Word.DOCX format and I can edit and update them quite easily.

I got a new GM remote
when I first got it all the buttons on the remote worked but obviously the car wouldn't start
I followed your directions
The car will start now
But the buttons on the remote do not work
Any ideas?

It is definitely the one for the car. Straight from GM to the dealer to me and all the buttons on the remote worked before I had started any of this. Are these the steps

Here is another thought
Is there anyway to change the number from 2 to say, 5?

I do know that if you attempt to program a fob that works on a different freq., odd, sometimes scary things happen.
I have an extra C6 fob that I tried to program to my C7, and not only did it not program the C6 fob, it temporarily, partially unprogrammed my working C7 fob. Fortunately, after the car timed out and went to sleep, the fob started to behave normally. Whew!!!

Have you tried letting the car sleep? Then check the fob buttons?
It takes about a half hour to make sure the car is truly timed out.

Be sure to do the long program, not the short. The short program adds #3 and up. THe long program starts all over and the first RKE inserted is #1 and the second RKE is #2.

I have to put the working key fob in with that? I am a little worried-that one works. I don't want to be stuck with nothing working. Remember, the one I got new from GM initially, right out of the bag, unlocked the doors and hatch-no car start. Now it starts the car but no buttons work.
In the manual, the section that says PROGRAM KEY FOB WITH ONE WORKING FOB-something like that. They tell you to put the working key fob in the cup holder. What is with that story.

The Long Program is STEPS: 1, 2, 8, 9, 10, 11, 12, 13, and after you have all of the RKEs programmed, step 14.

Here's the thing...
If you have 1 RKE and add a new RKE, it becomes #3. It does not have all of the memory functions that the initial RKEs 1 & 2 had when the car was delivered.
If you only have 1 RKE and you want to add a new RKE to act as #2 WITH the memory functions, then you must do the long method. The long method clears the old RKE and starts anew when it gets into programming mode and the first RKE in the slot at programming becomes RKE #1, the second RKE in the slot becomes #2.
Pay attention to ALL of the NOTES in RED!
So, answering your question, yes, you are reprogramming the existing RKE. If you only have 1 RKE, the missing RKE will operate in your car. After you do the long program, that RKE is unable to work your car and the 2 RKEs you end up with are RKE 1 & 2.
