Unfortunately as a society the majority of the market wants both cheap and good but when forced to choose the majority goes for cheap over good and we all experience the result. I watched my first "supplier reverse auction" as a guest of a large auto manufacturer about 15 years ago. These are online auctions for suppliers to bid on upcoming multi-year supply contracts for a given model. There are a number of invited participants and the buyer knows both the price and supplier but the suppliers can only see competing bids without the company identity. Once a company places a bid a time period is started for another to undercut that bid. It gets very cut throat as suppliers continually undercut each other. In this environment it is trickle down so suppliers also pay the least possible which means you don't exactly get cream of the crop workers.
I am in no way excusing this individual's behavior but I have spent many years in risk management and I would be an incompetent fool if the existence of this employee and many like him weren't common in the environment. "You get what you pay for" doesn't just apply to tool and parts but also to employees.
Not much shocks me but if the recent AP story about salaries at the larger regional airlines is true things are getting sad. According to the report the starting salary for first officers (co-pilots in common speak) is $22,400 and starting for the primary pilot is $24 an hour.

Starting salaries for regional pilots has been low forever. Many private pilots would absolutely love to fly for a living...enough of them get commercial licenses and accept low wages to fulfill their dream while hoping to break into a higher paying job with a major airline later in their career.
