ZO6 - ZO7 LT4 engines are hand built at Bowling Green

Only the engines for the ZO7 Performance Package are hand built at the Bowling Green Performance Build Center.....All other ZO6 engines come from the GM Tonawanda Engine Plant.

Why are only the Z07 engines built by one person at Bowling Green? Is there ANY difference in the engines? They should be the same. Isn't the Z07 a handling package? I'm confused. Certainly no economies of scale if they are built in 2 different plants.
