GM Military Discount expanded to more veterans
Looks like it does not apply to the Z06 (I might be wrong here since I read that off of Autoblog) or to Cadillacs but now includes more veterans. It does apply to the Stingray.
The key is that this is adding more veterans to the eligible list through May 31 at least.

DETROIT — Chevrolet, Buick and GMC are expanding their military discount programs for U.S. military veterans and their spouses, starting today through May 31.
The program is available for most 2015-'16 Chevrolet, Buick and GMC vehicles, including the 2016 Buick Encore, Chevrolet Malibu, and GMC Sierra.
Other eligible vehicles include the 2017 Buick Enclave, Chevrolet Volt and GMC Acadia, except for the Acadia SL model.
All Cadillac vehicles are excluded from the program.
GM said the program is typically available to U.S. military veterans with one year of separation, active-duty personnel, reservists, retirees and their spouses.
The program now expands to include all veterans and their spouses, regardless of their separation date.
The discount can be combined with most current incentives.
"Veterans could save thousands of dollars on some vehicles," GM said in a statement on Wednesday.
Ford also offers a military appreciation program that currently has a $500 bonus cash offer.
Chrysler is offering a similar program with a $500 bonus cash offer for military personnel who take delivery by May 2, 2016. Interested consumers are advised to see their Chrysler dealer for details.

Doesn't look to me like the Z06 is excluded!! I bought my Z06 in Jan this year using the military discount.
The regular military discount for the base Vette has been available for quite some time now but it did not include the Z06, however in Jan this year they included the Z06 and that's when I ordered mine.
Up until this recent military discount, only those currently on active duty, in a Reserve or Nat'l Guard unit, or retired were eligible.
This new eligibility includes "veterans" - i.e., those who served, but only a few years and not enough time to retire. Looks like it's only valid for them through May 31st.

I think this is a clear indication that supply has now caught up or exceeded demand for the C7.

Perhaps it's the 'eligibility' that's different? That is, this new discount through May 31 allows those previously ineligible to take advantage (but not on the Z06) whereas the usual military discount program works on the Z06. Regardless, dealers can probably still do better on discounts.

I saved 7K on my 2016 Z51 LT2 from using the GM Military Discount Program. If you register on the GM Military Discount Program Web Site it will tell you if the ZO6 is eligible or not. If you are eligible take advantage of it. You earned it.

That is what I did - logged on - Z06 was listed - got the authorization number from GM and then gave it to my dealer.

Just go to https://www.gmmilitarydiscount.com/ and build the car you want. It will show both the MSRP and the discount price together as you add options, so you can tell exactly how much of a discount you're getting.
For me, I think it was around 7.2% less than MSRP.
The military discount is a non-negotiable price. When you buy with the military discount, that's the price - no negotiating, except perhaps on what they'll give you for a trade in.
If wonka12_98 negotiated a better price completely separate from the military discount, then why bother with the non-negotiable discount.
A lot of dealers may be offering 10% or more off MSRP (I've seen some advertising 16%) for cars in inventory, so it would be crazy to demand the around 7% of the military discount!!!
With the discounts available now for cars on the lot, the military discount is probably best for a car you order to spec - that's what I did.

I purchased a 2016 Z06. This was not available with the military discount offer. Also I received a 9% discount off MSRP plus a $1000 conquest rebate. This was all on a factory order and was a better deal for me. Even if this car was available on the military discount offer, my deal was still better. The military discount isn't necessarily the best deal depending on the car you are buying. YMMV

When I wanted to order my car the 2016 Z06 could not be ordered with the Military discount! Only the 2015 model was eligible. Also for the past several months discounts far above 7% have been available from dealers.
The Z06 is available with the military discount - I ordered mine in Jan right after they included it in the discount, and I just went and built one on the site and it shows how much you pay with the military discount compared to MSRP:
