OK, if you're missing those base pieces, then yes, they need to get it right and you can threaten them with a lawyer.
But first I would take them this techlink, you can print the first few pages with the pictures and point them to the table I have below which is in the document. Essentially what this says is that the Grand Sport Package (GS at the top of the table) with no aero package (CFV/Z) comes standard with the low wicker that it sounds like you have on the back, the short rocker panels (you're missing) and the small front splitter (again, you're missing). These are STANDARD components on the GS. They are shipped SEPARATELY to the dealership and the box will have the VIN of the car on them. They are to be installed by the dealer as part of the PDI.
Hopefully printing that techlink, maybe this forum post and having a nice chat with them will settle it without you having to make threats.

Yea, you're correct, you're missing pieces and those side skirts are really helpful in preventing road rash on the sides. Best of luck with the dealer, let us know how it comes out....

The main thing for those who don't have their parts (included with any 2017/2018 Grand Sport and Z06) is that they are being shipped at the dealer parts departement...they are not in the car ...sometimes they don't arrive at the same time when the dealer receive the car...sooner or later and everybody between sales/parts and service must be aware of what is included and what should be installed when they do the pre-delivery inspection....

Spoke with sales manager. He agrees that I have missing parts. They called GM while I was there. Lots of confusion. Manager says he will resolve the issue. To be continued. I really appreciate your help. When I showed him the specs, how parts are shipped etc., they seemed to change their tune quickly.

Excellent, thanks, got it right :-) you have one of the last 15 that were built :-) Although the last one was invoiced / built on 5/25, yours was on 5/9, so it wasn't really part of the last batch :-) They only built a few each day around that time of production, there were 7 others built on the same day as yours, 920-926. Yours was the only vert of that group.
Your car does have one very unique thing though. It was the LAST convertible GSCE that was produced. Every car after yours was a coupe. Not that it will help in value, but you have that title.

They are working with GM. It's moved to "level 2". What troubles me is the parts are clearly supposed to be on the vehicle. The issue should be between the dealer and GM as to who will take responsibility for the cost. While they figure that out amongst themselves, the parts should be installed on my car. It shouldn't be my issue. I get more pissed by the day....but they say they are working on it, so doing my best to be patient.
