Not sure what you're talking about since the center cluster can be configured so many different ways and the oil temp and pressure pocket gauges can be exchanged for something else.
However, the arrows indicate the direction you can scroll w/ the right-side of steering wheel arrows to display different information. Highlighted arrows indicate scrollable info is available. When the arrows are dim, there's nothing to scroll to. It all depends upon what mode you're in and how you have the center cluster configured.
