as to the 'get new wheels if I could afford it.' I can't afford it either, but this is a ploy I've used for years when I swap out OEM wheels for something I prefer better:
Wait until the end of the year. Buy the wheels I want. After the OEMs are removed, take a picture of all four of them next to your car with its' new wheels. Take a separate closer photo of the OEM wheels showing only all four of them, and take a photo of one single OEM wheel. Take that photo of a single OEM wheel to a dealer parts counter. Ask them to look up the wheel and write the price they find on your photo. If the parts person is willing to sign the photo, too, so much the better. Take the photo with the price written on it to the cashier's window. Ask them if they have a dealership rubber stamp and stamp your photo--all you need is the rubber stamp with the dealership name on it, to prove that that's where the photo has been. Some cashiers balk, saying we don't want to mark that 'paid'. I always reply, I don't need a "paid" stamping, I just want proof that this photo shows a price and that I got the price from the dealership."
Once you have the photo priced and stamped, donate the OEM wheels to Goodwill, Salvation Army, or any other recognized ".org" charitable organization that will accept them. In my experience, neither Goodwill nor SA have ever denied the donation.
When the new year rolls around, itemize your tax deductions and include 4x the price of the one wheel in the photo. Generally, that's worth ~25% of the cost of 4 OEM wheels in a cash reduction to your tax balance. Most likely it's not enough to pay for a set of wheels unless your buying used, but it's covered used wheels for me one-for-one. In my tax bracket, this ploy is always worth ~ $1200-1400 (depending on if I include the center caps and TPMS. if you do, get dealer prices for those written on the photo, too).
Over the years I've done this probably 6 times. I've had one of these wheel deductions included in an IRS audit, and no extra charges were assessed against me (for anything that year). What can I tell ya... I'm cheeep.
