The air dams, which are located under the front of the Stingray, are made from a flexible material. There are two separate curves pieces near the front of the tires, which are held by three screws each, and a straight piece in the middle (unless Z51) that is attached with larger screws/bolts. If they are not torned, then yes, you should be able to reattach them...

Is this the same thing as an impact strip. Mine tire after a week 2017 LT1

The strip in the center is ripped at the crease line near the top on one side and tried super adhesive and black silicone but the slightest scraping makes it come loose so looking for a more permanent fix such as plastic angle 90 degree attachment maybe drill some small holes for screwing on from behind? Any other ideas?

Whatever you hit if you went a bit further you'd hit that skid pad assembly (shown in the above post) that is much more expensive and harder to replace!
