That's what I thought. Maybe he just needed to remove the front fenders to get bigger tires on.
Reminds me of a Camaro I saw at the tire shop when I was a kid. It was on the lift, and they were putting extra wide tires on it. When they lowered it, all four fenders were setting on the tires.

If it had crashed bad enough to get the whole front end I would expect the front wheel would be damaged.
I know, I can't see the whole left front wheel, or any of the right front, but body mod was my first thought as well.

At first I thought it looked wrecked but I have to admit I can't tell for sure. It would seem odd that it would be flatbedded in that condition. But with all the flooding in Houston it's also possible that it was being worked on and had to be relocated. I did not see any evidence it had been flooded, and we are getting pretty good here at spotting them.
