Why was it on wets for the photo?

I apologize if this question has been answered but in 2019 when you make the car available in your customer racing support program can this be purchased for any purpose other than racing it in the series it's intended? Meaning will an amateur team / individual be able to purchase this car and race it / use it elsewhere?
