Air only blowing out top/windshield vent

Air only blowing out top/windshield vent
2015 Z06. The air (hot or cold) will only come out the top vent, closest to the windshield not matter what button is pushed (upper vents, lower vents, etc). What controls this? I changed the radio bezel out thinking it was the electrical buttons to no avail. Is it vacuum actuated? Anyone else have this issue?

I think there is a TSB for that problem. I have problems with mine but not the same.
