It sounds like you are talking about routine cleaning. If so, there are obviously many options and brush styles and user opinions. i don't think any particular one is superbly better than another similar style.
FWIW, I and many here use the Speedmaster wheel brush. It works well, the stem is flexible to get around the corners, etc. Take a look.:

I use Wolfgang Tire and Wheel cleaner...wet the rims with water, spray with Wolfgang, use the speedmaster brush, rinse off with water. I do it first, then wash the car.

I just reach between the spokes and swab out the bore with a damp paper towel. If you have a friend with a lift, you can just spin the wheels and wipe them out with a towel.

I clean my wheels and wheel barrels every time I wash my car, which is nearly every week.
My process is in the below order :
1. Spray down the wheels with a steady stream/shower of water.
2. Clean the lug nuts with a brush for that purpose.
3. I dip a Speedmaster brush into a five gallon bucket of water with
car shampoo in it and insert into the wheel barrels and move back
and forth, and side to side, until the wheel barrel is virtually clean.
4. Dip a wash mitt, that fits over my hand, into the five gallon bucket
of water and car shampoo, and rub over the face of the wheels until
clean.
5. After cleaning and drying the car and wheels with a Master Blaster
air blower, I spray a detailer onto a microfiber and wipe down the
wheel barrels and face of wheels until completely clean. Please note
even after cleaning the wheel barrels with the brush and mitt, there
will still be some brake dust and therefore this dust will get on the
microfiber towel. The brake dust and grunge on the wheel may stain
a microfiber towel. Therefore, I always use the same towels to clean
the wheels, but I never use them to wipe down the car.
Cleaning the wheels as summarized in above steps 1 through 4 take about 15 - 20 minutes. And cleaning them as summarized in step 5 takes about 10-15 minutes.
My wheels always look clean.

I use the Speedmaster linked above during a car wash. In between washes, if I feel the need to clean the barrels, I use one of these microfiber dusters I found @ Walmart:

The long, narrow, flat, wand is perfect for a quick dusting inside the barrels...easily fits between the spokes and long enough to go across the wide rims. I just spray it with a little quick detailer. It's made so you can remove the microfiber head from the wand and toss it in the washer.

I jack my car up one wheel at a time, get under the car and wipe off the barrel while spinning the wheel around. Doesn't take long.

I use Wheel Woolies each time I wash my (black on black) car, about every two weeks. About twice a year I pull the wheels off to clean them well and apply Opti-Seal to protect the paint and keep the wheels (relatively) easy to clean.

A foam toilet brush works well to get between the spokes and to the rim edges....can buy at the Dollar Store.
Is that is the OP question.
Power washer, not for me.
FWIW - WD 40 (or tar specialty product perhaps) will remove any tar specs with no harm to paint, but be careful if carbon rakes and of the pads and rotor in general.
