Yeah pretty much. You are now aware of the potential problem and the associated danger, therefore you are assuming the risk. I'm not a lawyer, but I've spent a ton of time studying the concept of notice, and the variations of notice. The letter is serving as actual notice, not constructive notice or imputed notice, but actual notice. Anyway, that's my interpretation of what is happening. I still maintain this is a good thing though, and I would hope for failure just before the extended warranty expires. The fuel pump is a wear item, and wont last forever.
However, GM is not offering to fix it unless it fails, which would be after the fact of any possible dangerous incident. I'm not a lawyer either, but what option does that leave the car owner and what are they actually saying? "Sell the car if you don't want to take chance, but we will only fix it after your house burns down."

I think a more interesting question would be if someone is experiencing one of the described symptoms (see post # 258) and the dealer wants to charge a diagnostic fee; customer declines claiming warranty is responsible, then something bad happens afterwards. This seems likely to happen and would lead to a complicated problem.

My interpretation is no action is required on the part of the owner unless you happen to be suffering from the conditions described in the letter. In the extremely unlikely event you are suffering from the described symptoms, then you can have it repaired under warranty, but without a problem then there is nothing to repair.

Received my noticed today from GM on my 2016 Z06/Z06. GM offered owners additional protection for the condition described if the condition occurs on your Corvette within 10 years of the date was placed on service. So far have noticed any thing, as I only logged over 6500 miles on my Vet.

Received two letters, one for my '14 and one for my '16. It's not clear to me, or I missed it, if this extended warranty is transferable to the next owner or it ends when the original owner sells or trades the vehicle.
Dealer checked my '16 when I had it in for another procedure. There is a smoke test they do on the fill system to determine if there are any leaks. There were none detected.

Mine was built in the middle of May 2017. I have still not got a letter or a Extended warranty on Chevrolet owner center website. My car is a 2017 Z06.

I just received the letter for my 2015 Z51 built in May '15. I had already checked online and knew the warranty was there a few days ago.

Enclosure included
The enclosure is merely a form to fill out in case you have already fixed the problem on your dime, in order to receive reimbursement.

Received the letter today for my 2017 GS. Not experiencing any symptoms and hopefully never will, surely not going to worry about it and just keep enjoying it.

I think the powers that be have decided against that. Instead they are sending the letter to the effected owners so they can claim everyone was "on notice" in case someone's house burns down. Now liability is an owner problem, because you are aware of the potential danger.

I got the letter - if something goes wrong - I'll deal with it then...
However, after 30 years of driving Corvettes as daily drivers, accumulating more than 700,000 miles total, I'll just continue to drive my car and not be worried about it.
I've had very few problems with my any of my Corvettes. I just drive 'em and enjoy them...... all cars (except for some exotics) are depreciating assets....
Any mechanical or electrical device can have problems.... until something actually goes wrong why sweat it?

You probably won't. Mine was built five months before yours (12/24/16) and I haven't received them either. There must have been a new part implemented in production in late 2016.

The point of the letter is to inform you that Chevrolet is willing to fix this issue, at no cost to the owner, during the specified time and mileage periods. The owner can refuse or not refuse. Either way the letter makes it clear they are willing to handle this issue at no expense to you.
