They charged me only for the 20 mins of labor because a 2018 GS just gets updated to the 2019 GS software. My service advisor is one of those types who restores faith in people.
The 2019 model year cars all have the upgrade out of the box. The 2018 GS already has a part of it. It was still an obvious upgrade in ride comfort.

Which model year/production month did the new programming become factory-standard? Also, what's the real-world benefit?

The dealers who did not charge the $350 at the beginning of this program, ate the cost because GM billed them $350. I suspect most of them have now learned the hard way and found someone at the dealership who could read bulletins.

It's not 100% sure, but Jeff V. has been collecting data from this thread and others, and if you post your calibration number according to the second post in that thread he can tell you.

Still think it should be free. I don't pay for the software upgrade on my phone. It should be free to keep customer's happy and coming back to buy another GM prodcuct. My 2 cents.

Apple/Google/Samsung/whomever makes your phone gets monthly revenue via their advertising partners and their app store. Your carrier gets a piece of the action too. That's why they upgrades are 'free'. They're most definitely paid for. Just not by you.

Yes I actually had it done and it shows up in my programing and you can definitely tell the difference in Tour mode. I had it done real early in the process before the second clarifying bulletin came out saying the $350 cost should be paid by the customer.

It's an upgrade, not a malfunction. The original MSRC calibrations work just fine, so if don't feel the need to upgrade your car or not willing to pay for it, don't. There are no safety issues involved, which is what recalls are for.
What you suggest is equivalent to saying that all 14-15 C7s should be "recalled" to have CarPlay or Android Auto installed free of charge, or that all old cars should be upgraded with new features for nothing. GM is be commended for making it available for all MYs at a reasonable price, but of course no good deed goes unpunished.

And NO!, .. I don't think you should have to pay to have your Navigation Maps updated either! Google Maps are free, as they should be!

Because coders (and engineers, and Techline staff, and dealer techs) can all work on unlimited things at once, right?
If GM had released new dampers and a new control module, would you be demanding that for free too?
