Almost everyone returns the wave in the New England area when we're out driving.
Going through Georgia last year a Caravan of Corvettes all waved

I flash my high beams. Too hot to roll the window down. I Have only seen 2 C7 within 20 miles of my house in the past year. My car is a daily driver, 26-28,000 miles a year.

Default save the wave

We live in East Tennessee and I would say if they see you I get 90 plus percent waves and some times a flash of the lights

Sometimes Vettes wave even back when I forget that I'm driving something else!

Doesn't sound like you're waiting for them to initiate either, which is weird. I'm usually pretty confident in the wave return!
It's great 'round the PNW!
