Is/was there a crush ring copper washer under the bolt head? One tip that may help in similar situations is to lightly heat up the bolt with a blow torch with a few passes. Heating makes them turn loose as well.

No, it was just the OE rubber gasket once I got it off. I used to always use copper crush washers on my 370Zs, since they were the Nissan OE solution.

This style ratchet wrench works well for C7 plug removal without damaging the bolt head.
