Can't help with Carlisle, but ...
Gilligan's in Harrisburg (2 locations, both good)
Gabriella's in Harrisburg (good Italian food)
West Shore Farmers Market in Lemoyne (Friday all day and Sat morning)
Tonino's Pizza in Harrisburg (Italian wife says this is best pizza and meatball subs in the area)
Pappa Joe's Pizza in Harrisburg (also good subs)

Try Appalachian Brewing. There is one just north of Carlisle on rt11 in Mechanicsburg, and another in Harrisburg on Cameron St.
Troges Brewery in Hershey is also good and draws a crowd.
A bit of a hike from Carlisle but good if you want a nice cruise up the Susquehanna,, or if you are coming / going north, try the Red Rabbit in Duncannon. It is a classic car hop drive-in, that is open Friday, Saturday and Sunday. Usually some nice cars and bikes when the weather cooperates.

Market cross pub, mama spriggs, now my favourite, used to be rustic tavern but still go there, really good, Middlesex diner all in Carlisle. A little north is long horn steak house and black and blue, both have Mechanicsburg addresses.

I went to Dickinson College in Carlisle.
3 easy recommendations:
1. Fays Country Kitchen. 203 S. Hanover street
Great breakfast
2. Gingerbread Man. 5 S. Court House avenue
Pub
3. Hamilton Restaurant. 55 W. High street.
Diner. (order the turkey sub, fries with gravy, and a milk shake). If your really adventurous, try a Hottchie burger or dog
I would join you ,but I have to work that week and the weekend. Maybe next year.
well, a year has passed and I'll be there Friday.

I’m actually from New Jersey but spend a lot of time in Carlisle for a work assignment.
There is a place downtown Carlisle called “Brick” which is probably the best Carlisle has (IMO). Actually quite nice, not too small, decent outdoor seating. Suggest calling
If anyone is looking for any cigars there is a drive up beer distributor that has a REALLY well maintained walk-in humidor. Carlisle Beer & Cigar

I always make it a point to see lady that sells hamburgers and hotdogs just outside the grounds. She sets up a few grills and picnic tables on her front lawn. Best burgers around and a heck of a lot cheaper than inside the grounds

I like Appalachian Brewing Company. Very nice, good food. Large place so not much of a wait. I recommend it.

Also, when in doubt or just want a good quick steak, there's always Outback. Certainly not the best, but not the worst either and there's hardly ever any surprises.
